It should be “Babies Named …”.
I suppose “Baby’s Named…” could be read to mean “Baby Is Named…,” but that’s a strange contraction that doesn’t really seem to fit the context.

The author of that site was going with “baby is,” and she’s riffing on dialogue from a Loony Toons cartoon. My brain is melting today, therefore I cannot tell you which character for certain, but for some reason I’m thinking early, super-crazy Daffy.
If Daffy said it, that’s good enough for me!
