Why is it that George W. Bush is still President?

Only now the AP has unearthed videotape of the president being warned that just that could happen the day before Katrina hit.
Chris Matthews ran the tape just a few minutes ago on Hardball.

Oh my goodness. Wow.
The only possible explanation for this administration is that they figure if they run headlong into a new horrifying scandal every week or ten days, the previous scandals will be forgotten in the rush to cover each new one.
