  1. Not necessarily, it is a center for visitors, that is, a plural designation, a group, not a center owned by visitors (possessive).

  2. This one definitely got the editor in me thinking. What is right? I pulled out my Chicago Manual of Style and think this is correct. (Don’t place any money on it, but it made sense to me.)

    Attributive Nouns (6.23)
    “A noun functions attributively if it performs an adjectival role in modifying a following noun.” For example: state highways, consumer advocate, carpenters union, consumers group.

    It seems like this definition might fit visitors center. The word visitors is modifying the center. It is telling us what kind of center it is.

    Does this seem right?
